Council discussed whether the step increases would be tied to anniversary dates and whether the vacation language should be clarified; staff confirmed a 15.7877 percent figure related to the change and noted it was not in the 2026 budget. After roll-call votes the amended employment agreement passed (Helms voted no; the remainder voted yes).
The council recorded the intent to amend the contract with clarified wording on compensation step timing and vacation accrual; staff agreed to make those clarifications in the document and return with the final, updated contract language in the packet as confirmed by staff during the meeting.
