EDA votes to keep Sunshine Terrace rents unchanged for 2026

The East Grand Forks Economic Development Authority voted Wednesday to leave rents at Sunshine Terrace unchanged for 2026.
Staff presented the board with the results of a March rent increase and recommended no further increase this year. "We did not" lose tenants because of the March increase, a staff member said, but staff also said some residents have been removed from housing assistance and are struggling to pay rent; a few tenants are on payment plans.
The board discussed balancing affordability with the complex's operating needs. A board member said the March increase was justified by prior renovations and higher operating costs, and another member urged monitoring whether tenants are being displaced because assistance ended. Staff said the complex is currently keeping funds in reserve and that depreciation has been accounted for in the budget.
After discussion, a board member moved to "leave rent as is," a motion that was seconded and approved in a roll-call vote.
The board directed staff to review rent and occupancy again early in the new year so any change would meet lease-notice timelines; staff said they will reassess starting in January 2026 and bring data on tenant turnover and affordability for the board to consider.
