Riverton community-development report highlights $2.78 million Riverview Road reconstruction and several neighborhood projects

City planning and building officials presented an annual report to the Riverton City Council on April 21 that detailed a busy permitting year and a slate of capital projects the Force (Fixer) Road Citizen Committee recommended for the upcoming construction season.
Community Development Director Gary Misho said the department oversees planning, zoning, permits and code compliance and noted permit activity has remained strong. “We oversee planning, zoning, permits...to promote the general health, safety and welfare of the citizens of Riverton,” Misho told the council during the presentation.
Staff reported nearly 1,900 permits processed over the past three years, including 11 new single-family residences in 2025 (a 37% increase from the previous year) and large volumes of residential alterations and re-roof permits following recent severe weather. Building-inspection and code-enforcement staff described routine inspections, contractor registration and the temporary-merchant permitting program for food trucks and similar vendors.
Public Works Director Tolman outlined projects recommended by the Fixer Road Citizen Committee from a fund balance of about $4.223 million. The committee recommended seven projects totaling about $3.473 million. The largest is the Riverview Road reconstruction project, budgeted at about $2.775 million and currently in the utility-completion phase. Other recommended items include a $350,000 slurry-seal and striping project (targeting sections of South Glenn, parts of downtown and Ryan Heights), $110,000 in Homestead subdivision drainage repairs, $40,000 in reclamation work on Chimney Rock Drive, and roughly $120,000 for concrete drainage replacement tied to the slurry-seal areas.
Building-inspection manager Aaron Troyer reviewed large commercial and institutional projects overseen in the past year: new hangars and storage at the airport, interior renovations at an AT&T facility, an Amazon building that met deadlines and used electric heat rather than gas, and the new Riverton High School auditorium (an approximately 800–850-seat facility). Several projects were completed without major issues, Troyer said, and inspectors are tracking ongoing roofing and weather-related repair volumes.
Misho said the department is also administering an EPA Brownfields community-wide assessment grant of $500,000 (no local match required) to inventory and study potentially contaminated or underused sites. He said the city will convene a steering committee and kickoff in the coming month.
The council did not take action on project budgets at the meeting; council members asked for updates as projects move toward construction and for continued coordination on permitting, contractor registration and code-enforcement matters.
The department emphasized deferred maintenance needs at city facilities and the intention to continue ICC training for staff and to hire and certify a new permit technician in the near term. The community development update was followed by questions about timelines for paving and slurry-seal phasing, and about ongoing engineering work for neighborhoods proposed for next year’s improvements.
Council members complimented staff on the volume of work and asked to see final budgets and project schedules as each project proceeds to the construction phase.
