Legal and facilities staff explained that competitive lease‑leaseback contracts allow a general contractor to participate early in design, offer a guaranteed maximum price and accept certain construction risks — steps staff said can help manage cost escalation and capacity constraints for major projects including the high‑school rebuild and Falcon modernization. The board adopted the procedures by roll‑call vote.
On facilities, trustees directed staff to solicit formal quotes for a phased elementary restroom update at four sites (Ara Vista, Country Hills, Mariposa and Laurel) using routine maintenance funds (a portion of required maintenance set‑aside). Facilities estimated roughly $4,800–$5,500 per restroom and told trustees the district can complete four sites this summer and follow with the others in 2027; the board authorized staff to pursue competitive quotes.
The board also heard plans to renovate the Brea Olinda High School Performing Arts Center (PAC) with new carpet, seating and a roof during the summer window; staff described a color palette choice and summer installation timeline tied to graduation dates. Trustees approved related contracts for roofing materials and PAC roof repair and approved stage modifications for graduation staging.
Facilities and legal staff said larger Measure H project procurement choices will return with project‑level recommendations and budget updates as design development progresses.
