Planning staff said the primary change is a flipped building orientation so the front faces Territorial and dock doors and trailer storage face County Road 81.
The planning commission supported the trailer storage because a railroad track separates the property from County Road 81, and commissioners recommended shifting trailer storage slightly west where practical and avoiding stark white dock doors visible from major corridors. Members discussed the city’s past caution about repetitive trailer‑facing development (citing examples) but recognized site constraints and neighboring industrial uses.
EDA members expressed general support for the plan and for forwarding any TIF (tax increment financing) request to council; staff confirmed the TIF element would be reviewed by council separately. Staff and members noted the speculative nature of the building—developers often build spec space to attract tenants—and encouraged Scanell to work with EDA/staff on appearance and access details.
