DC Everest board to phase out spousal cash-in-lieu benefit, citing cost alignment

The D C Everest Area School District board voted to change its cash-in-lieu (spousal) benefit structure for employees who are covered as a spouse or dependent on the district’s health plan.
Casey and Kelly presented the recommendation, saying the cash-in-lieu benefit (currently $400 per month, prorated) had been designed to encourage employees to choose other health plans that lower district insurance costs. Administration said the current makeup of the population on the district plan is “contradictory to the intent” of the benefit and that phasing it out would align the benefit with its purpose while preserving other core benefits where possible.
The board approved a phased change: beginning Jan. 1, 2027 the cash-in-lieu payment to affected employees would be reduced to $200 per month (prorated by FTE) and, beginning Jan. 1, 2028, employees enrolled as a spouse or dependent on the district plan would no longer be eligible. Kelly said the recommendation followed regional research and legal review and that handbook language would be updated ahead of the July 1 handbook effective date.
Board members acknowledged the measure’s financial impact on affected employees and said the district had tried to phase the change to allow planning time. The motion passed on a voice vote.
