On long‑range water strategy, staff explained the rationale for acquiring a parcel now for a second water tower (construction projected in later years, staff referenced 2034 as a planning horizon). Moving early, staff said, can limit future linear‑infrastructure costs because increased pipe distances and difficult soils can dramatically raise project costs if suitable parcels are later developed.
Council asked staff to provide maps, specific street lists for seal‑coat work, and to coordinate with public works and the county on design issues such as sidewalk placement and storm sewer requirements for Towns Edge Road and the Railroad Avenue corridor. Jason and other operations staff were asked to return cost‑estimates for alley paving, sidewalk options along Railroad Avenue, and to confirm the county’s schedule and assessment expectations.
Staff said that good bid outcomes in prior years and potential additional state aid could make it possible to accelerate some projects. Council directed staff to include updated CIP costs and maps in the next budget packet.
