The Kasson City Council on Tuesday adopted a resolution to vacate three short street segments in the Manville Heights subdivision, a change staff said follows Dodge County’s purchase of adjacent parcels and shifts in planned access.
The public hearing drew one resident who said part of their driveway now sits on county-owned land after a prior sale. The resident asked whether that would affect access; city staff said the county controls that parcel and suggested the council would work with Dodge County to request a driveway easement if needed. Staff emphasized the city cannot unilaterally alter county-owned property but can coordinate a solution on the resident’s behalf.
The resolution specifically vacates 18th Street, 20th Street and 21st Street Northwest in the Manville Heights subdivision. Paul moved the resolution; Brian seconded. The chair recorded an objection during the voice vote but announced the motion carried.
Staff said the vacated right-of-way will generally return to adjacent property owners, and one of the likely outcomes is a conveyance or easement arrangement to preserve private driveway access where necessary. Brandon, the city engineer, was assigned to contact Dodge County about a potential driveway easement and to report back.
The city clerk will publish the resolution and follow the statutory steps to complete the vacation process; council asked staff to keep affected property owners informed and to return with any necessary agreements or easements.
