The Dayton City Council recorded the following formal actions at its Sept. 23 meeting. All votes noted were recorded as passing by a 4–0 voice vote unless otherwise specified.
- Exempt agricultural natural‑gas grain dryers from city franchise fees (Item L). Staff and council clarified the change affects CenterPoint Energy customers and that estimated annual forgone franchise revenue is roughly $600 (two operations and two months of typical charge); staff said the council could refund interim charges for the current season if the ordinance process requires an interim correction. (Public hearing closed and motion passed 4–0.)
- Adopt Resolution 63‑2025 to vacate drainage and utility easements on Outlot A, Dayton Fields (Item M). Vote: 4–0. (Action ties to upcoming Dayton Fields fifth‑edition plat.)
- Approve preliminary and final plat for Dayton Fields (fifth edition) and approve conditional‑use permit and site plan for Rogers Ops LLC with conditions on screening, storage heights and tree species to limit emerald ash borer risk (Item N). Vote: 4–0.

- Award audit services to CLA under the RFP recommendation. Vote: 4–0.
- Award construction contract for the Dayton Parkway/Holly Lane traffic signal to Collins Electric and include the temporary‑signal alternate in the award (city retains discretion to instruct installation based on observed operations after the QuickTrip opening). Vote: 4–0.
The council also approved routine consent items and moved to adjourn. Several items approved tonight require staff follow‑up, including policy edits, final recording of plats/resolutions and monitoring the new QuickTrip intersection for possible temporary traffic controls.
