Staff confirmed a HUD allocation of $482,286 for FY 2027 and proposed a funding split that includes 20% ($96,457) for program administration, $62,268 (about 13%) for public services to support Jerovani Cares’ landlord‑tenant legal services and mediation, and $323,561 to revive an owner‑occupied home‑rehab program to be delivered by contract.
Panaitescu explained the consolidated plan functions as a four‑year framework while the annual action plan identifies specific activities for the coming year. Staff noted the public comment period was open and that comments received before the deadline would be incorporated into the final submission to HUD; the final plan is scheduled for adoption at the May 4 council meeting and must be submitted to HUD by May 15.
Council asked how many houses $323,561 might help. Staff replied their per‑house policy caps assistance at $30,000, which provides a lower‑bound estimate (dividing the allocation by $30,000) but actual numbers will depend on the scope of work each home requires.
