County hears details on Constableville West Main Complete Streets project; committee forwards contract award to full board

Bids opened April 23, and the consulting engineer completed standard bid‑qualification checks.
County planning staff and BCA recommended moving forward with award of the construction contract. The draft resolution distributed to the committee authorized awarding the West Main Street contract in Constableville to the lowest responsive bidder "in an amount not to exceed $1,983,120," subject to required insurance, bonding and compliance documentation.
Committee members questioned construction timing and operations, including contractor mobilization and coordination with the village water project. BCA said they expect a July mobilization with substantial completion by the following November for major elements and restoration into spring 2027, and that the village's water work would begin slightly earlier to avoid rework.
The committee voted to forward the draft resolution authorizing the contract award to the full board for action. Members also approved a separate draft resolution to amend the county's professional services agreement with BCA to add resident project representation, right‑of‑way assistance and permitting support at an additional cost not to exceed $133,000, bringing total contract value to $378,000.
The record includes inconsistent spellings for the apparent low bidder in presentation materials ("Powless Contracting") and the draft resolution language ("Powis Contracting Incorporated"); county staff indicated the contract award is contingent on final documentation and compliance checks before execution.
