City planning staff briefed the Grants Pass City Council on April 6 on community results that will feed into the Community Development Block Grant (CDBG) Year‑2 annual action plan. Ann said the city opened an online survey and accepted responses from Feb. 9 through March 16; 82 people responded and the survey and partner input ranked permanent housing with supportive services, transitional and emergency shelters, special‑needs housing, job training and small‑business support among the top community priorities.
Ann told the council that the city’s allocation for the coming program year is $312,469. Of that amount, 15% is set aside for public services and a maximum of 20% may be used for planning and administration; the remaining funds will be programmed for weather‑rehab, public facilities, microenterprise activities and public improvements. She detailed the schedule: public comment on the draft is planned June 9–July 14, an adoption hearing is scheduled for Aug. 5, and the adopted plan must be submitted to HUD by Aug. 14 for the Oct. 1 program year start.
Council members pressed staff on outreach given the modest survey sample. “It gave them about five weeks,” Councilor Victoria said after staff confirmed the Feb. 9 opening date. Ann said the city also relied on ongoing input from community partners and local service providers that regularly report needs to staff.
The hearing is informational and does not obligate funds. Staff emphasized that the hearing is the required first public meeting under HUD rules and that the draft plan will be returned to council for review and public comment before any funds are committed.
The council took no formal action at the hearing; the draft year‑2 action plan will return for public review in June and July and for adoption in August.
