On human services, staff described a proposed bill to restructure some SNAP and Medicaid responsibilities: the Joint Budget Committee (JBC) is taking the bill and staff described three components — moving fraud-handling to the state with a potential county RFP option, creation of a "joint alignment" committee to reduce departmental silos, and use of an outside facilitator and cohorts (no more than 12) to regionalize service delivery. Staff warned the county could still face sanctions if state-level error rates do not improve, and noted detailed fiscal impacts remain unresolved.
Commissioners were advised to monitor the bill language as it moves through appropriations and to expect further discussion and potential fiscal analysis.
