Commissioners approve health-department agreements, switch to Health Call platform and endorse PulsePoint rollout

The Johnson County Board of Commissioners approved several health-department items during its March 23 meeting, including a memorandum of agreement with Purdue University for a summer intern and a contract change to move the county’s emergency/health reporting to a platform described as Health Call.

Betsy (recorded in the transcript as "Betsy Swearing," identified as director of the health department) explained that legal had reviewed the Purdue agreement to ensure insurance coverage for an intern and that the county planned to bring on an intern this summer. Commissioners approved the Purdue memorandum of agreement by voice vote.

Betsy also described switching from the previously used vendor (transcribed in the record variably as "Gelata" and "Gelato") to Health Call, which she said offers improved interconnectivity for fire, EMS and crisis-intervention teams and addresses HIPAA-access concerns she believed existed with the former system. Commissioners approved the Health Call agreement by voice vote.

Later in the meeting Betsy and Heath Brandt, the county’s 911 director, said they plan to roll out the PulsePoint app with Upstream Prevention and hope to hold a public event on June 1 (the start of CPR and AED Awareness Week). Brandt urged residents who are CPR-certified to download the app to increase community response coverage.

The board approved the consent agenda earlier in the meeting, which also included other items (Ordinance 2026-4 and ratification of a 2025 IDHS subrecipient grant agreement) approved by single motion and voice vote.
