Council approves Schuman Business Park Six final plat; moves ahead on Second Avenue NW extension advertising

Staff told the council the developer, the Schuman Family Trust, has signed a development agreement and posted a bond for remaining improvements; because negotiations with Malcolm corporate over a roadway connection did not advance, staff recommended the city complete curb, gutter and storm utilities to make lots marketable while preserving a future connection if Malcolm elects to develop. "We've tried since February," staff said, describing multiple outreach attempts and offers to assist Malcolm with driveway apron design and fill; there was no recorded public oral comment at the hearing.
Why it matters: the city's proposed roadway work is intended to bring vacant commercial lots to market and generate tax revenue, but it also leaves a future property connection unresolved. Council members pressed staff on cost responsibility—staff said the developer already extended sewer and water to the end point and the city would finish surface and storm improvements—and on design questions such as lot frontage and whether to use a hammerhead or cul-de-sac. Staff cited the frontage of Lot 4, Block 1 as "266.16 ft." and recommended signage and private-lot turnaround options where semis cannot maneuver.
The council first moved to rescind its prior Oct. 14, 2025 approval so tonight's action could replace it; that motion carried. Council then passed "Resolution 2025, a resolution approving Schuman Business Park Six final plat." The body also approved a separate staff request to adopt revised plans and specifications for the Second Avenue Northwest Extension, set a bid letting date of Dec. 15, 2025 and scheduled council action on bids for Jan. 13, 2026.
Council members voiced practical concerns about future truck access and whether the city might have to rebuild if alignment is changed later, but accepted staff's plan to leave a future connection option in place. The council's votes were recorded as carried following motions and seconds. The council did not receive any oral public testimony at the hearing; the record shows the public-hearing portion as opened and closed with no speakers.
Next steps: staff will advertise the Second Avenue Northwest Extension bid package for the Dec. 15, 2025 letting and return to council for award or rejection at the Jan. 13, 2026 meeting.
