Vanessa Franklin, the City’s associate planner, told the Development Review Committee on April 28 that staff recommends the Planning Commission approve a major use permit to convert the single‑story former medical office at 136 Glasson Way into a 10‑room medical respite facility for unhoused patients.
"The ultimate goal of this facility is to reduce hospital readmissions and to connect folks . . . to referrals to social services and permanent housing," Franklin said during her presentation, describing services that will include medical monitoring, clinical care and temporary caregiver relief. Franklin noted the site is already developed and meets development standards; staff found the project eligible for a categorical CEQA exemption under section 15332 for infill development.
Staff reported the site currently has nine parking stalls (the new land use requires three), will require a trash enclosure at the rear of the building and a modest landscape maintenance condition to bring the front yard into compliance with the landscape ordinance. Franklin said no significant exterior changes are proposed beyond restriping the parking and the trash enclosure.
Committee members expressed general support, noting the property’s proximity to Sierra Memorial Hospital and that the use remains medical in character even with overnight stays. A committee member moved that the Development Review Committee recommend that the Planning Commission approve application 26 PLN‑007, adopt the findings of fact and determine the project exempt per CEQA section 15332; the motion was seconded and carried by voice vote. The committee will forward its recommendation, conditions and staff findings to the Planning Commission for final action.
If the Planning Commission concurs, the permit will be subject to the conditions described in the staff report, including the trash enclosure and landscape maintenance. No public commenters spoke on this item at the meeting.
