Staff and the Economic Development Corporation reported a recent construction bid of roughly $277,000 and said the contractor offered value‑engineering options; the council debated whether to pause the project entirely or proceed. Councilman Hernandez moved to suspend further spending while staff researched kiosk options that could provide distributed visitor information without the capital commitment; separate motions and discussion culminated in a council motion not to award the construction contract, which passed in open session.
