Council launches review of its rules and hears public pleas for expanded summer youth programs

Anderson City Council President Graham on April told the council he had reviewed the council’s rules and regulations and proposed a formal process to update antiquated language and committee assignments to align with current Indiana law and council practice.
Graham said issues range from gendered language to committee structures that no longer reflect statutory assignments (for example, utilities and light and power functions are handled by the board of public works). He asked for a resolution or motion to continue the review with an open process supported by the city clerk; council members gave unanimous consent among those present to proceed.
During communications and public comment, residents urged the council to invest modestly in summer youth programming and employer partnerships. Carita Wilson said the city will have “over 3,000 youth on the streets of Anderson from 11 to 18” during summer months and urged programs that run during peak after‑school hours. Council members directed residents to coordinate with the mayor’s office and relevant departments and encouraged private partnerships and school‑district engagement.
The council approved a motion to continue the council‑rules review and closed with a routine adjournment.
