The Anderson City Council on April adopted Ordinance 7-26 to amend section 51.53 of the city code and establish specific pollutant limitations for industrial dischargers to the municipal sewer system.
A staff member (identified in the meeting as Ryan) told the council the city and state regulators worked on the limits for the last couple of years and that a loading study produced a recommended limit of 21.3 to ensure equitable allocation of the treatment plant’s capacity among industrial users. "We came up with 21.3 after a loading study to know that everybody's getting a fair piece of it for what the plant can handle," the staff speaker said, adding that exceedances will be subject to fines and corrective action.
Council members asked clarifying questions about affected facilities and whether high-profile local industries (one member mentioned Nestle as an example) would be covered; staff replied the limit applies to industrial users covered by the sewer‑use ordinance and that the enforcement regime would be applied when users exceed the established limits.
Council suspended rules and approved the ordinance on its third reading the same night. The ordinance now awaits signature and implementation steps by the utilities/sanitary department.
