Cumberland County board approves appropriations, directs speed study and tables Dollar General rezoning

Planning staff also presented multiple planning items including conditional use permit applications and updates on four solar facilities on Route 45 South that are near final stabilization but still completing state stormwater permitting. At the applicant’s request the board tabled the Dollar General rezoning application (RDZ2501) indefinitely while the developer finalizes terms for an alternate site and plans to submit a new application.
The board directed staff to proceed with an RFP for courthouse design services (a direction to solicit proposals and gather cost estimates; the board did not authorize construction funding), and discussed the county’s secondary 6‑year road plan for fiscal years 2027–2032, which lists 11 priority road projects.
Public comment included appeals to prioritize Route 675 (Crowder Road) and other local infrastructure needs, and nonprofit and community updates (animal shelter, a nurse‑practitioner clinic, and a proposal to bring club soccer programming to the county).
Next steps: Appropriations and motions recorded in the meeting minutes will be implemented through routine county administrative processes; planning items will return as required for public hearings or administrative action and the county will follow up on the RFP process and the requested VDOT speed study.
