Rick Ferguson updates Madison County board on Yandell Road right-of-way and construction timeline

Rick Ferguson told the Madison County board that engineering staff have advanced right-of-way work and project planning for two segments of Yandell Road, and that construction timing will depend on completing property acquisitions and utility relocation.
Ferguson said the west segment (Benchmark project to Bainbridge) has completed initial title work on about 20 parcels and that office review plans submitted in the first quarter are roughly 90% complete. He said those plans will be finalized after right-of-way acquisition because “from time to time there are revisions that do arise during the right-of-way acquisition process.”
Appraisals are under way, Ferguson said, and “the letters to the landowners should be going out in the next few weeks,” inviting landowners to be present during property assessments. Staff expect to finish appraisals in the second quarter and to begin making offers to landowners once valuations are complete.
On utilities, Ferguson said base files have been shared with impacted companies and singled out Entergy as a utility affected across the county’s projects. He said Entergy often places poles on private easements and that county staff ask utilities to avoid contacting landowners before the county makes initial outreach to reduce confusion.
For the east segment (Bainbridge to Highway 43), Ferguson said office review plans are the longest activity in the schedule and are due per the plan in September. The team is assembling plats and deeds for roughly 40 parcels, he said, and survey work identified about five parcels where deeds show property to the centerline of Yandell Road and no prescriptive right-of-way — a title issue staff will need to resolve.
Ferguson said staff will coordinate with county colleagues, including Mr. Ashby, to determine the best approach to fix the title issue “in the same way that was done on the other end of the road” where a similar problem was corrected. He emphasized that both segments’ construction dates depend on timely right-of-way acquisition and utility relocation: “we're looking at summer of 2027” for the west segment and “early 2028” for the east, he said.
The board did not take any formal action on the update. Staff said they will continue appraisals, landowner outreach, and utility coordination and will report progress at a future meeting.
