Shawnee launches 2027 budget process; finance director previews 10-year capital plan

The Shawnee City Council began work on its 2027 budget Monday, April 27, with Finance Director Shawn Rocco providing an overview of the city's prior budget and a preview of a 10-year capital improvement program, the meeting summary said.

Dylan Blue, the city’s communications director, relayed the schedule for the budget process: outside groups that receive city funding will speak on May 11; city departments will present budgets to council committees on May 26, June 8 and June 22; the council committee will summarize the budget on July 13; City Manager Paul Kramer is scheduled to present his final budget on July 27; and public hearings on the revenue-neutral rate and the budget are set for Aug. 24 before the council could adopt the 2027 budget.

The city’s 10-year capital improvement program includes administration projects totaling $2.4 million; three fire department projects the transcript lists at $12,250 (the figure as recorded in the transcript appears incomplete); one police project (the transcript omits the numeric amount: "estimated at million"); parks and recreation with 14 projects totaling almost $19 million; and a public-works list of 55 projects totaling more than $276 million. "The capital improvement program will be back in front of the council for final approval on Monday, July 27th," Dylan Blue said.

The transcript does not record detailed discussion of funding sources beyond an item accepting Johnson County support for stormwater pipe renewals, nor does it record public comment. The budget schedule and CIP review will provide opportunities for more detailed fiscal numbers at upcoming committee meetings.
