The City Council of Doral on March 11 approved a resolution establishing a formal policy for donation boxes and third‑party fundraising at city facilities, council members said.
Mayor Christie Fraga, who introduced the item, told the council the measure fills a gap in city practice by creating a consistent review process for requests to place donation boxes on city property. "This creates a policy and a process moving forward so that there is no questionable application of how we approve or move forward with allowing donation boxes," she said, adding the policy will let staff verify where donated items go and limit city liability for endorsement.
City Attorney Mr. Goa was available to answer legal questions during the discussion; no substantive legal objections were raised on the dais. Councilwoman Reynoso moved the resolution and Councilman Rafael Pinedo seconded; the clerk recorded the motion as approved.
The policy is intended to allow schools, clubs and bona fide nonprofits to fundraise at city facilities while giving staff a mechanism to vet organizations and confirm that donated goods or funds will reach intended beneficiaries. The resolution, as discussed, tasks administration with implementing an application and review process and clarifying any insurance or hold‑harmless requirements.
The council did not specify an implementation timeline in the discussion; the resolution language directs staff to implement the policy and to provide any necessary administrative procedures for future council review.
