Danville’s utility fund shows $24.4M in capital spending, funded mainly by grants and loans

At the April 28 meeting, staff presented the utility fund draft with total revenues of $36,931,770 and total expenses of $37,781,127, including $24,412,000 in capital projects.
Lee said funding for the capital program is a mix: approximately $7.5 million from KIA grants and low‑interest loans, $2.5 million from Boyle County ARPA under an intergovernmental agreement for projects in Perryville and Junction, $12.8 million in line‑item grants from the Kentucky legislature, a potential bond issuance of $400,000, and approximately $1.17 million from utility reserves for routine operating capital.
Staff also listed major utility spending categories in the draft: $3 million for water treatment plant work, $1.5 million for water distribution, $1.7 million for wastewater treatment, $976,000 for sewer collection rehab, and $3,223,000 in debt service. The presentation noted a modest operating surplus for the utility operating side but said the large capital program drives total fund expenses higher for the year.
Commissioners did not take formal action on utilities; staff said they will return with updated revenue projections and other documents (debt consultant presentation, cash analysis) as part of the June follow‑up.
