Cutler Bay — The Town of Cutler Bay council approved three recorded actions at the April 15 meeting: a major site plan modification permitting a freestanding Flanigan’s restaurant, a variance request for a mixed‑use project’s building frontage, and an amendment to the town’s purchase order with Stantec for continued owner’s rep services on Legacy Park.
Planning & Zoning Director Julian Perez introduced the quasi‑judicial site plan modification for a 6,400‑square‑foot Flanigan’s restaurant at 20971 Old Cutler Road (folio 36‑60009‑039‑000030). The department recommended approval, no public comments were received, and the council approved the resolution by roll call (Council Member Duncan, Council Member Ramirez, Council Member Lord, Vice Mayor Callahan and Mayor Maybot voted yes).
Next, the council considered a variance application by ARQ211 LLP for a mixed‑use project at 11155 SW 211 Street (folio 36‑7‑021‑0020). The applicant requested a reduction in the required building frontage on a primary street from 100% to 89% to allow other design features. The department recommended approval; the council approved the variance by voice and roll call. During the presentation the applicant proffered 12 uses per year of the development’s community room for active adults.
Finally, the council authorized an amendment to the purchase order with Stantec Consulting Services, Inc. for continued owner representative assistance and construction administration for the 16‑acre Legacy Park and municipal complex project. The Town Manager explained additional owner’s rep hours were needed after a redesign prompted by groundwater/arsenic findings, value engineering to reduce an earlier higher‑cost scheme, and extra consultant time spent pursuing an EPA grant application (the town later said that grant effort was unsuccessful). Council approved the amendment by unanimous voice vote.
