Franjo Road improvements on track for September 2026 completion, contractor reports

Cutler Bay — The council received an April update on the Franjo Road roadway improvement project and was told the work remains on schedule for completion in September 2026.
Angel Turpin of Kimley‑Horn, the town’s construction engineer of record, described ongoing work zones along Franjo Road from SW 184th Street to Old Cutler Bay. Current activities include bus shelter installation, cladding, electrical work, earthwork and grading; Turpin said work zone 4 grading is expected to be completed in May 2026.
Turpin noted that some final items remain pending — bus shelters, light pole installations, tree and sod work and the final lift of asphalt — and reminded the council that an area being open to traffic does not mean all activities are completed. He reported ATI, the contractor, has declared seven rain days so far, which the team continues to track.
Council members asked about FPL’s timeline to energize newly installed poles; staff said electrical service and conduit routing are underway but a firm transfer date from FPL has not been provided.
Janet Dogado, the town’s communications lead, said staff continue to distribute traffic notices, perform site visits to ensure pedestrian safety, and inform residents that phases are open to traffic but final completion hinges on the final asphalt lift and manhole adjustments.
What’s next: The consultant said the team will continue bi‑weekly progress meetings and provide updates at future council meetings; staff will follow up with FPL for a firm connection schedule for the light poles.
