Public testimony at Gaithersburg work session raises tenant HVAC problems and questions about speed camera program

Two public commenters spoke after the climate action plan presentation at the April 27 Gaithersburg work session.
Libby Adams, who said she lives in Germantown and works as a tenant advocate, told the council she is assisting several tenants at Senica Village with heating, cooling and billing problems. "They are all having major HVAC issues, billing issues, living without heat, without air, living in darkness, and still having $200 electric bills," Adams said, and added she had not received substantive responses to recent emails to council staff.
Ryan Miner, who identified his address as 30 Sebastiani Boulevard, raised concerns about the city's automated traffic enforcement program and described contesting a December 2025 speed-camera citation in Montgomery County District Court. Miner said the city's court witness, identified in his remarks as Ricky Tab, testified under oath that he could not explain the engineering and mechanics of the camera technology. Miner also said he submitted three written requests for a local-designate review beginning in January 2026 and received no substantive written response for 97 days.
City staff acknowledged correspondence with both speakers during the meeting, and the council thanked the public participants before adjourning.
