Commission approves Crestview Drive coastal permit and setback variance in Bay Shores

The Newport Beach Planning Commission voted April 23 to approve a coastal development permit and variance allowing demolition of an existing single-family residence and construction of a new three-story dwelling with an attached accessory dwelling unit at 2441 Crestview Drive in the gated Bay Shores community.
Project planner Laura Rodriguez told the commission the property fronts Crestview Drive and abuts a narrow, 20-foot-wide alley to the rear. The request sought a 5-foot encroachment into a 10-foot setback that applies to the block; staff explained that similar neighboring properties were granted modified setbacks and that the variance would align the subject property with the neighborhood context without increasing permitted floor area.
"The encroachment is not going to affect traffic maneuverability," Rodriguez said, and staff concluded the project is consistent with local zoning (Title 20/21) except for the requested setback encroachment. Staff recommended a CEQA Class 3 exemption and adoption of resolution PC 2026-014 approving the coastal development permit and variance.
Bruce Manzer of Manzer and Associates, representing the applicant, thanked staff for their work and said he agreed with the conditions of approval. No members of the public requested to speak.
A commissioner moved to approve PA 2025-0179, and the motion carried unanimously. Staff will complete ministerial steps to finalize the resolution and any required building permits and checks.
