The New Prague City Council approved Resolution 25-08-04-01, an amended enabling resolution for the Economic Development Authority (EDA), after members accepted attorney-recommended edits and clarifying language on debt issuance.
City staff told the council the revisions came from the city attorney and include a requirement that the EDA review its strategic plan annually and present general directions to the council. The changes also remove certain subsections and clarify the EDA’s borrowing authority to ensure the city council must approve any EDA debt issuance.
According to the meeting record, “Scott Riggs’ interpretation [was] that 6.1 basically stat[es] the EDA cannot issue debt without approval from the city council,” language council members accepted as closing a potential loop in the text. Members also agreed to a grammatical clarification to the heading now to read, “Section 6.3 as borrower and lender.”
