The city had budgeted $40,000 for the study; Autosolve's quoted price was $27,300. Staff said the contract would be executed promptly, with a kickoff call expected the next day and an anticipated draft completion in early October. Staff described plans for data collection and said Autosolve offered flexible meeting schedules to avoid creating a council quorum.
Next steps: staff will finalize the contract with Autosolve, begin the kickoff process and schedule data-collection meetings with staff and up to two council members at a time to avoid quorum issues.
