Hilton said the city’s overall vacancy rate remained 12% in a year‑to‑year comparison and that no bargaining unit met the 20% vacancy threshold that would require more detailed reporting or bargaining‑unit presentations. She described several steps staff has taken to shorten hiring timeframes, including clearer targets, a completed compensation study, a formal onboarding program, and flexible work options where appropriate.
Staff recommended the council receive the presentation for informational purposes only; no council action was taken.
Next steps: staff will continue implementing recruitment and retention strategies and will present required data at least once per fiscal year in accordance with AB2561.
