Clearfield County commissioners approve routine business, proclamations, personnel and two CYS contracts

Clearfield County commissioners on April 28 approved routine business including minutes from April 14, 2026, payment of bills, personnel actions and several proclamations.
Controller Edwards presented bills that together were read into the record as a grand total of $2,234,200.53 across funds including the General Fund ($1,666,395), Hazmat, 911, CDBG and Children & Youth Services accounts. The board voted to approve the bills.
Personnel changes under Children & Youth Services were presented and approved by motion; items included new hires, a source-of-service aid, a part-time corrections officer effective 2/28/26 and a part-time security guard effective 4/29/2026.
The board proclaimed May 2026 as National Foster Care Month following a presentation by Britney Blackburn, foster care program manager at Children's Aid Society. Representatives from Children's Aid Society were present for a photo after the proclamation.
The commissioners also proclaimed May as Mental Health and Stigma Awareness Month after hearing from organizers of "Kick the Stigma," who outlined a May 30 Day of Wellness event at Dubo City Park and requested county recognition. The annual Motorcycle Safety Awareness Month proclamation was read and approved.
Other routine items approved included a three-year memorandum of understanding with the Philipsburg-Osceola school district on transportation for foster children who remain in their home districts, the appointment of Lisha Nar to the CEDS committee, and two Children & Youth Services purchase-of-service agreements: Community Haven Group Home, Inc. (a 24-hour residential care facility for ages 12–18) and a professional services agreement with Katherine Serbach (psychosexual evaluations/trauma services).
Next steps: signed proclamations and executed agreements will be kept on file; county staff indicated they will follow up on implementation as needed.
