Housing Authority seeks MU8 rezoning for Mansel Manor site, pledges 15% affordability

City planning staff briefed the council on a rezoning petition from the Housing Authority of Salt Lake City to rezone two properties on Jefferson Street and Jefferson Circle to MU8 to allow consolidated redevelopment.
Cassie Younger, senior planner, said the request covers 1726 Jefferson Street and part of 1750 Jefferson Circle and would change existing MU11 and RMF‑35 designations to MU8. "The MU8 zone generally allows buildings up to eight stories or 90 ft tall," Younger explained, and staff said MU8 sits between the existing zones and can simplify future subdivision and redevelopment.
Younger told the council the applicant anticipates roughly 160–200 units but has not finalized building plans. As a community benefit the Housing Authority proposed that 15% of future units be rented or sold to households at 80% area median income or below. Younger also flagged that 20 two‑bedroom units currently on the property would have to be replaced on a like‑for‑like basis and that tenant relocation assistance would be required.
Planning Commission recommended MU8 in January, noting it provided an appropriate step between MU11 to the west and lower‑intensity residential to the east. Council members pressed staff on whether units required as replacement could count toward the 15% community benefit; staff said replacement units would be in addition to the 15% affordable set‑aside.
No formal council vote occurred during the work session; staff said the item will continue through the formal zoning process with additional hearings and required notifications.
