Operations update: boiler output, stormwater planning and push to convert steam customers to gas

During the April 27 meeting the utility manager reported operational status and infrastructure items, including boiler runtime, stormwater planning activity and progress toward converting buildings off the steam district.
Greg told the commission the plant is running a single boiler roughly every two weeks at about 36,000 pounds per hour and that a distribution center delivery was expected soon but with low confidence on exact timing. "We're currently running one boiler every two weeks. We're running about 36,000 lbs per hour," Greg said.
On conversions, staff said about 30 properties in town do not yet have gas service, 10 of those have applied and the remaining roughly 20 require direct outreach. Commissioners stressed the financial burden the steam system imposes: one commissioner said the city has spent "millions of dollars" subsidizing the steam system and emphasized the need to finish conversions before the next heating season.
Stormwater planning work continues in coordination with the Department of Health and other partners; staff referenced ongoing site work in the Rishloo area. Commissioners also raised a public‑safety note about missing utility covers observed in town; staff said they would check and follow up.
Next steps: staff will continue contractor outreach to complete gas conversions, track distribution center delivery, continue stormwater planning coordination and inspect reported missing covers.
