The Manitowoc Public School District Board of Education voted on April 22 to send the City of Manitowoc’s offer to buy Madison School to the board’s Finance & Facilities Committee for review and recommendation.
A city representative identified in the transcript as Lee told the board the Manitowoc Common Council Committee of the Whole voted 9–0 to forward an offer to the district to purchase Madison School property for $1. Board members said they were not prepared to accept or reject the offer that night and urged committee vetting and public outreach.
“From our community there was a misunderstanding that we were voting on it tonight,” a board member said during discussion. Christopher Abel moved to table the matter until the regular board meeting to ensure two public input opportunities; the transcript records a voice vote on that tabling motion but does not clearly state a final tally or show the tabling taking effect before the board returned to the original motion to refer the offer to committee.
Board members pressed staff for clearer public information, including the cost to maintain the property, demolition estimates and an explanation of why the city’s offer is for $1. Staff and the board agreed to publish an FAQ and to hold an information session immediately following the Finance & Facilities Committee meeting scheduled for Tuesday, May 5; if the committee is ready it may make a recommendation to the full board, with the following full board meeting potentially set for May 12.
The motion to refer the offer to the Finance & Facilities Committee was presented as a procedural step under district policy for selling real property (the transcript references board policy "7 37300") and was moved and seconded; the board then recorded a voice vote moving the matter to committee and agreed on the public forum timeline.
