St John council awards $1.76 million paving contract, approves $1.04 million in payables and $91,838 in purchases

The St John Town Council on April 8 unanimously awarded the 2026 HMA pavement and sidewalk rehabilitation CCMG project to Milestone Contractors for $1,762,198.15. Council said two bids were opened (Milestone and Reith‑Riley); Milestone's bid was roughly $300,000 lower than the alternative. The motion to award carried 4–0.
The council also approved an accounts‑payable voucher totaling $1,044,538.85 covering payroll, supplies, services and equipment, and approved six purchase requests totaling $91,838.05. Clerk (Beth Hernandez) itemized the purchases: Alexander Equipment (knife holders/kits), Ferguson Waterworks (annual water‑reading renewal), M&J Underground (water‑main repair), Mr. Radiator and Air Conditioner Services (radiator for well No. 4), M E Simpson (2025 water‑loss audit), and In‑Pipe Technology (lift‑station odor control units). Those motions passed unanimously.
Council approved multiple disbursements from the town's Series 2025A and 2025B construction accounts, including requisitions to SCH Engineering and a $54,120.60 payment to Vortex. Council members discussed that the disbursements for certain projects (Heartland area work) are paying engineering firms and project contractors.
Clerk‑Treasurer reported the town secured CCMG funds that will cover half of the paving project costs, a development the clerk said was enabled by having the project "shelf ready" and submitting an on‑time application. The council set a groundbreaking for the Heartland Park expansion for April 16 at 5:00 p.m.
