Clerk‑Treasurer Richard Giri presented the city's financial report for the period ending April 2026 and described a short-term change in external advisory support.
Giri said the city has about $94.5 million in total cash balances across funds. Year-to-date the city has recorded roughly $5 million in revenue and $17.1 million in expenditures; the apparent excess of expenditures is expected given the seasonal timing of major revenue sources such as property tax levies. He said approximately 80% of the annual budget remains unspent at this point in the year and the city is operating within expectations and maintaining reserves.
To help manage ongoing work and while the city continues to recruit a deputy clerk‑treasurer, the Board of Works approved temporarily assigning a single primary Baker Tilly adviser (Don Rhodess) to work with staff in the coming months. Giri said Rhodess has municipal finance experience and will assist with priorities including simplifying the payroll system.
Giri also disclosed a separate administrative matter related to a historic federal payroll payment: during the COVID period the city delayed a payment and subsequently repaid; a returned double-payment led to later IRS interest charges the city paid while contesting a $6,600 penalty. Giri said Baker Tilly will assist on the appeal.
