Adriana Robles presented the proposed development-impact fee increase (2.8%) grounded in a construction-cost index and nexus studies; staff noted the impact-fee fund balance for all categories was about $20.9 million as of March 2. Councilmembers and several public commenters asked how impact-fee revenues will be used and whether the allocation of a recent $10 million receipt from an Amazon-related project will be transparent; staff said the fees are intended to address infrastructure needs and that a nexus study update is planned.
On parking citations, staff presented an updated schedule tied to state law and local enforcement needs. Members of the public urged consistent, fair enforcement across neighborhoods and better transparency when exemptions or waivers are applied. Council voted to adopt the adjustments and the parking-citation schedule; several consent items related to fees were approved as part of the consent calendar.
