Teachers' union urges budget transparency as bargaining begins; parents press for daily recess

JJ Lockwood, president of the Plymouth-Canton Education Association (PCEA), told the board the district is “in the heart of bargaining season” and asked that financial decisions preserve the quality of education and minimize harm to classrooms. Lockwood called for a process that is “thoughtful, transparent, and for careful consideration for the real impact any reduction will have on our students, our schools, and our educators.”
Members of community groups CAPES and People Like Plymouth Canton urged policy and practice changes on student wellbeing. Lori Meyers cited Representative Matt Koleszar’s proposed legislation and asked the district to stop denying recess as a disciplinary sanction, saying the bill would require at least 40 minutes of recess for K–5 students and prohibit taking recess for punishment.
Other commenters included Craig Olczak, who described his son’s positive experience in PCCS special education programs and named individual educators who supported his son, and Rachel Hayes of CAPES, who urged the board to prioritize school conditions that let students feel safe and ready to learn.
The board did not respond during the comment period; staff indicated the administration will follow up individually with commenters as needed. Comments highlighted topics the board may address administratively or in policy: bargaining/budget transparency, recess and student discipline practices, and continued professional development and inclusion strategies for neurodivergent learners.
