Board approves CTE funding transfer, two professional‑learning waiver days and multiple capital projects

The Battle Ground School District Board of Directors on May 11 approved a package of fiscal and construction actions, including a resolution to redirect CTE carryover apportionment into the capital projects fund, authorization to request two waiver days for teacher professional learning, and multiple capital‑project bidding and contract approvals.

Michelle Scott presented Resolution D26 asking the board to transfer CTE apportionment carryover to the capital projects fund to support the culinary program’s ventilation and equipment upgrades. "When we looked at the culinary programs there needs to be significant upgrades," Scott said, adding that the district had also secured a roughly $270,000 grant to pair with the transfer. The board approved the resolution by voice vote.

The board then approved Resolution E26, a request to apply for two full waiver days next school year so teacher teams can conduct uninterrupted PLC (professional learning community) work. David Kennedy said the waiver days give teachers time to ‘‘unpack essential standards’’ and create shared assessments; he added the district has instructional minutes to cover the change. The board voted to approve the waiver request.

On capital projects, the board authorized public bidding of an 8,064‑square‑foot trades building at Battle Ground High School, funded by the district’s 2024 capital levy. The facilities director estimated construction at about $2,100,000. The board also authorized bidding for site prep and modular work for the Futures program (estimated total about $6.7 million, to be paid from impact fees), approved the Amboy Middle School roofing contract (a 30‑year manufacturer‑backed membrane assembly), and approved a Sourcewell contract to replace carpeting at Yackel Primary (about $628,710).

All project bids and contracts discussed at the meeting were presented as levy‑ or impact‑fee funded; board members confirmed funds were available for the Futures project through impact fees and for the trades project through the previously approved capital levy. The motions passed by voice vote with no recorded opposition.

What’s next: the board will return to project approval after bids are received, at which time members will be asked to award contracts and review final cost proposals.
