The Madison Plan Commission voted April 27 to approve several conditional uses for a six‑story mixed‑use building proposed for 1111–1135 Regent Street and 2 South Mills Street, finding approval standards satisfied after the applicant revised the design to add more first‑floor commercial frontage.
Planner Lisa Ernst summarized an addendum to the April 13 staff report showing the applicant increased commercial frontage along Regent Street from roughly 10% to about 35.1 (approximately 3,124 square feet) and reduced residential units from 111 to 108. The applicant also relocated a sixth‑floor rooftop amenity deck to the South Mill Street corner and provided stepbacks along that frontage.
Matt Tills, an architect with Kenothy and Bruce Architects speaking for Peerless Development, said the team added the commercial frontage and modified massing and materials to reduce perceived bulk and to activate the street edge. He asked commissioners to consider a modification to the required sideyard height transition on the south property line, describing the narrowness of the lot and design features intended to mitigate impacts.
Alder Evers urged the commission to approve the revisions, praising the applicant for meeting the 35% commercial‑frontage recommendation. Commissioners debated precedent and context, observing that the project’s front elevation includes modulation and required stepbacks, the lot is shallow, and staff found no significant shadow impacts on rear properties.
Commissioner Gare moved to find the standards met and approve the conditional uses — for dwelling units in a mixed‑use building with greater than 60 units, for a building taller than four stories/60 ft, for reduced non‑residential ground‑floor frontage (now 35%), and for a modification to the sideyard height transition. Commissioners voted to approve the conditional uses and then recommended the certified survey map to common council.
