The Madison Plan Commission voted unanimously April 27 to approve a conditional use permit for a two‑story, multi‑tenant commercial building with a two‑lane drive‑through at 7401 Mineral Point Road.
Planner Kevin Parks told commissioners the application was submitted Nov. 3, 2025, and therefore must be reviewed under the zoning regulations in effect at that time. Parks said staff and traffic engineering had reviewed revised plans submitted March 2, 2026, and recommended approval, noting the Urban Design Commission had also supported the revised design.
Brad, an architect with SketchWorks who spoke for the applicant, described the proposal as a contemporary two‑story building sited within an existing parking lot adjacent to the Westtown Mall area, with the drive‑through lane placed to separate vehicular and pedestrian flows. He said the design includes pedestrian connections toward Jason’s Deli, parking islands to break up the lot, and materials intended to align with nearby commercial buildings.
Alder Pritchette, speaking from experience in the district, said she was not disputing that the project met code at the time of application but warned of heavy traffic near the BRT station at Westfield and Mineral Point Road, the lack of a nearby traffic light, and the presence of an urgent care; she urged commissioners to consider how to mitigate unintended consequences.
Commissioners noted those traffic and safety concerns but said traffic signal changes and broader street improvements are largely outside the plan commission’s direct authority. Commissioner Soulheim said it was “pretty clear” the application met approval standards under the code in place when it was filed.
Commissioner Shawhead moved to find the conditional use standards met and approve the drive‑through and associated major alteration, subject to the conditions in the staff report and Urban Design Commission recommendations; the motion was seconded and carried without objection.
Next steps: the project will proceed under the conditions of approval and applicable permitting; staff indicated engineering and UDC conditions will guide final site design and traffic mitigation measures where required.
