Neenah council debates public works audit; finance director to bring debt-management policy to committee

Alderman Defering urged the council to order a full audit of the Neenah Public Works Department to assist the incoming director and identify areas that are working and those needing improvement. The request was treated as a motion but received no second and therefore did not advance at the meeting.
Defering also introduced a motion to begin developing a general obligation debt strategy for the next four years; that motion received a second and prompted a staff response. Director Rasmmanson told the council he has prepared a draft debt-management policy and a project-prioritization checklist that would score and justify CIP requests. He said he plans to present the policy and checklist to the finance committee at its next meeting to start setting thresholds and scoring for future capital requests.
Councilors emphasized process: a council directive requires a motion and a second and is voted on at a subsequent meeting to allow time for staff coordination and mayoral input. The audit request will be revisited if a member reintroduces it with a second at a future meeting; the debt-policy work will move forward through committee review.
