Franklin commission approves amnesty days, neighborhood street closure, inspector contract and multiple ordinances

Inspector contract: With a vacancy after a departing inspector, staff proposed contracting with Troy Mills, who holds residential and Level-3 electrical certifications, to provide building and electrical inspections; commissioners approved a contract and authorized the mayor to sign related documents.
Appointments and contracts: The commission reappointed Lee Ross Denwitten to the Historic Preservation Committee for a four-year term ending April 30, 2030. The city renewed its Health Reimbursement Arrangement and Flexible Spending Account administration with McGregor at the stated monthly rates ($5 per employee/month for HRA; $4 per member/month for FSA). Commissioners authorized electronic signature for the renewal.
Ordinances: The commission adopted Ordinance 20260006 (zoning regulation amendments) and Ordinance 20260008 (flood damage prevention) on second summary readings after roll-call votes. First summary readings were held for a code supplement and for a rezoning application for property on Brown Road; those items will return for further action.
