Franklin commission approves $40,000 contract for independent review of proposed data centers

Staff said QK4 would review submitted plans and respond with an initial determination within 15 days, and would coordinate findings back to the planning and zoning board.
Commissioners pressed staff on timing and deliverables. One commissioner asked for examples of the consultant’s prior work and recommended additional time to review the statement of work; others argued the city should have oversight in place now so a third party is available to review filings as they arrive. Staff said the $40,000 figure was a starting budget and described QK4’s proposed team as including firms with experience in data-center design and environmental review.
After discussion, the commission moved to approve the contract and to authorize the mayor to execute the documents. The motion carried on roll call with four yes votes and one no.
Why it matters: Data centers can raise concerns about local utility demand, traffic, environmental impacts and site design. The independent review contract is intended to give Franklin technical capacity to evaluate proposals and to set defensible conditions for any future approvals. The consultant contract does not itself approve any data center; it authorizes review work if filings proceed.
What’s next: Staff said QK4 would begin review when plans are submitted and will report to planning and zoning as findings are developed. The commission discussed scheduling an opportunity for commissioners to review the consultant’s work product before committing further budget.
