Commission approves graduation lease and two Clearfield transportation reimbursements

Kent Anderson, representing Davis County community and economic development, asked the commission to approve three related items on May 12: an agreement with the Davis School District to host graduations at Western Sports Park (a receivable of $13,933.59 for events beginning May 18, 2026) and two interlocal transportation reimbursement agreements with Clearfield City to use fourth-quarter transportation funds for the Clearfield Canal Trail (payable $363,000; project term through 06/30/2029) and the Depot Street bike lanes (payable $219,000; through 06/30/2029).

Anderson described the Canal Trail project as roughly a half-mile shared-use 10-foot path between 200 South and 300 North that will link across I‑15 toward Layton’s Case Creek Trail. The Depot Street project was described as about 0.7 miles of bike lanes with new curbing and shouldering and a 0.2-mile shared-use 10-foot path near the FrontRunner station. Anderson said the graduation agreement initially covers Mountain High School and Davis Adult Education graduations as they transition from the event center.

A commissioner moved to approve items 3–5; the chair seconded and the motion passed by voice vote. The chair confirmed for the minutes that items 3 through 5 were unanimous.

Commissioners also discussed that the Western Sports Park is used for a variety of community events beyond athletics — concerts, graduations and memorial services — and welcomed the facility’s broader community use while noting the county will continue to coordinate with the school district and Clearfield City on scheduling and project timelines.

No further budget details, contract documents or construction schedules were provided during the meeting; staff will proceed with interlocal agreements and scheduling for the graduation events.
