Consultants suggested alternatives including clearer criteria for waivers, vesting limited discretion in staff with precise findings, or relying on percentage-based objective measures within the code instead of a broad waiver. Commissioners expressed concern about letting an appointed board override council policy and asked staff to draft options that would preserve design integrity while allowing measured flexibility for unusual cases.
No formal action was taken; consultants will present refined language for future review ahead of a public review draft.
