USB shifts to USIMS student-backpack work and plans SSID/Azure MFA rollout; data submission path to evolve

State staff reported a development focus shift to subsume UTREX features into USIMS and to build out the student backpack functionality that carries a student record across LEAs. The target date for foundational work is July 1, but USB emphasized UTREX will not be shut off on that date and that current data submission processes should continue during the transition.
Staff explained that the long-term goal is API-based submission rather than the current SIF process but that an immediate API conversion was impractical given timelines, so the July focus is on replacing UTREX functionality. PowerSchool and Aspire vendor integrations are at varying stages; assessments and student-growth percentiles are already available in the student backpack.
On authentication, staff clarified earlier confusion about MFA and the data gateway: the data gateway MFA work is on hold, but the SSID Azure-based MFA implementation is expected to be rolled out and available for testing before the next school year. The user experience will send an email to the address on the SSID and establish Azure-backed authentication while keeping usernames and passwords for legacy systems unchanged where possible.
