Brooks told the committee that staff have compiled a large data packet — inventory, vacancy and housing‑type analysis — to support a housing strategy update and that the city’s population is nearing 200,000 based on recent estimates.
Planning staff described heavier permit volumes and more complex projects, noting that residential construction has shifted toward multifamily development and that University of Tennessee enrollment growth is affecting demand. They said the comp plan — scheduled for council consideration — is intended to be a tool to secure state and federal grants that require an adopted plan as part of eligibility.
