The Town of Rising Sun introduced Ordinance 2026-01 on April 24 to expand the town's regulatory oversight so it can issue grading permits and directly manage erosion and sedimentation control for local development.
Town Administrator Cal told the board the change is part of a broader effort to bring certain approvals back under town control to expedite projects and reduce reliance on underfunded county or state agencies. He said the town has already taken stormwater management oversight locally and that issuing grading permits is a logical next step.
Cal noted that Cecil Soils (the local soil/conservation entity) and the Maryland Department of the Environment are reviewing redlined language in the draft ordinance and that some refinement is needed. The ordinance was placed on the agenda to start the formal public-notice clock; Cal said it will sit for the required 30 to 60 days and return for action once negotiations and edits are complete.
No final vote on the ordinance was taken at the meeting; staff will continue negotiations with Cecil Soils and MDE and bring a revised text back to the board for a future vote.
